When water is on the floor, the first useful sentence is which valve to close. A binder that says call the plumber without a labeled shutoff wastes the minutes that matter. Facilities teams should name the first shutoff for the building, then the restroom group, then the fixture, and put photos with those names.

Start with the valve staff can actually reach
A main in a locked mechanical room is not a first shutoff if the opener on duty does not have the key. A fixture stop that is seized is not a first shutoff either. Walk the path a night manager would walk. Photograph the valve with enough wall context that a new hire could find it.
Test whether it turns during a planned window, not during a flood. Seized valves belong on a repair list before the next incident. Domestic water load on busy cooling days can hide small leaks until the floor is wet: domestic water load on full cooling days.
Write the call tree next to the valve photo
Name who is called after the valve is closed: facilities, vendor, landlord, alarm company. A leak plan that skips landlord rules or fire-alarm tie-ins creates a second incident. Rapid dispatch readiness is in what facility teams should have ready and emergency response planning.
Vendor-management partners need the same first-shutoff field at every site. If Store 8 writes domestic main and Store 9 writes water valve by ice machine, the playbook cannot be trained. Same-name discipline for HVAC is in same asset names at every location.
Separate supply leaks from drain backups

Water heaters and backflow devices have their own valves. Do not assume the first shutoff for a restroom is the first shutoff for a heater closet. Close the loop after the leak
